Official Announcement The Postal Service will issue a 39-cent definitive stamp, Lady Liberty and U.S. Flag on March 8, in Washington, DC. The stamp will be available in the following formats:
  • Water-activated gum (WAG) coil of 100 (Item 783900)
  • WAG coil of 3,000 (Item 784200)
  • WAG coil of 10,000 (Item 784000)

The stamp, designed by Terrence W. McCaffrey of the U.S. Postal Service, Washington, DC, goes on sale nationwide March 8, 2006. It features two of the most recognized symbols of the United States: the Statue of Liberty and the American flag. Carl and Ann Purcell of Alexandria, Virginia, took separate photographs of the Statue of Liberty and the American flag and combined them to create the montage used in the stamp art.

Note The coil of 100 stamps come in a stick of 10 coils with a cardboard core. The outer wrapper, which is glued to itself but not to the stamps, has bridges about every 13.5 mm connecting the wrappers in the stick. The tops and bottoms of the rolls are not connected to each other, so the wrapper holds the whole stick together, along with the cardboard cores which have a small amount of glue on the top and bottom edges. The cores are easily broken and almost fall apart when separating rolls from the stick. The last 4 stamps on the coil are attached to the core by what appears to be a 3/4" piece of double-sided adhesive tape, which secures, almost totally, the last stamp and a small piece of the fourth last stamp.  Click here to see a picture of the core.

Distribution: Item 783900 $39 Lady Liberty and U.S. Flag, Water-Activated Gum Coil of 100
The 39-cent Lady Liberty and U.S. Flag definitive stamp in water-activated gum coils of 100 will not be automatically distributed to SDOs. Automatic distributions will be made to the appropriate accountable paper depository (APD) only. Stamp distribution offices (SDOs) requiring quantities of Item 783900 must order them from the appropriate APD using a separate PS Form 17, Stamp Requisition/Stamp Return. SDOs ordering this item from APDs, need not order in master carton size quantities. SDOs should only order according to immediate customer demand (50 coils per tray is the minimum order from the APD).
Initial Supply to Post Offices
Post Offices requiring quantities of Item 783900 must order them from their designated SDO using a separate PS Form 17. SDOs must not distribute these coils to Post Offices before March 3, 2006.
Additional Supply
Post Offices requiring additional quantities of Item 783900 must requisition them from their designated SDO using a PS Form 17. SDOs requiring additional coils must order them from the appropriate APD using PS Form 17.
For fulfilling orders from SDOs, the San Francisco, Chicago, Memphis, and New York APDs will each receive 20,000 coils, and the Denver APD will receive 4,800 coils. For fulfilling supplemental orders from APDs, the Kansas City Stamp Services Center will receive 38,400 coils.
Item 784200 $1,170 Lady Liberty and U.S. Flag, Water-Activated Gum Coil of 3,000
SDOs will receive two automatic distributions of the 39-cent Lady Liberty and U.S. Flag definitive stamp in WAG coils of 3,000.
The first distribution will complete shipment on March 1, 2006. The second distribution will complete shipment on May 1, 2006. Distributions are rounded up to nearest master carton size (64 coils).
Initial Supply to Post Offices
SDOs will not make a subsequent automatic distribution of Item 784200 to Post Offices. Post Offices requiring quantities of Item 784200 must order them from their designated SDO using PS Form 17. SDOs must not distribute coils to Post Offices before March 3, 2006.
Philatelic Requirement
SDOs will not receive a separate quantity Item 784200 for their authorized philatelic centers. Philatelic centers must be supplied their quantities from the initial automatic distribution made to SDOs.
Additional Supply
Post Offices requiring additional Item 784200 must requisition them from their designated SDO using a PS Form 17. SDOs requiring additional coils must order them from the appropriate APD using PS Form 17.
Following the first automatic distribution to SDOs, the New York, Chicago, San Francisco, and Memphis APDs will each receive 1,280 additional coils; and the Denver APD will receive 640 additional coils for fulfilling supplemental orders from the SDOs.
Following the second automatic distribution to SDOs, the New York, Chicago, San Francisco, and Memphis APDs will each receive 2,560 additional coils; and the Denver APD will receive 1,280 additional coils for fulfilling supplemental orders from the SDOs.
Additional quantities of this definitive stamp coil will also be made available to SDOs via subsequent automatic distributions, shipped directly from the supplier to the SDOs.
Item 784000 $3,900 Lady Liberty and U.S. Flag, Water-Activated Gum Coil of 10,000
The 39-cent Lady Liberty and U.S. Flag definitive stamp in water-activated gum coils of 10,000 will not be automatically distributed to SDOs. Automatic distributions will be made to APDs only. SDOs requiring Item 784000 must order them from the appropriate APD using a separate PS Form 17. SDOs ordering this item from APDs need not order in master carton size quantities. SDOs should only order according to immediate customer demand (1 coil is minimum order from APD).
Initial Supply to Post Offices
Post Offices requiring quantities of Item 784000 must order them from their designated SDO using a separate PS Form 17. SDOs must not distribute these coils to Post Offices before March 3, 2006.
Additional Supply
