How to Order First Day of Issue Postmark
Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps only by mail order from the USA Philatelic catalog or by telephone at 800-STAMP-24. They should affix the stamps to enve­lopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by August 24, 2007.

Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Distribution: Item 785400, $41.00 Official (Penalty) Mail WAG Coil of 100
Only the Chicago, IL, accountable paper depository (APD), which is the sole distribution unit designated to accept penalty mail requisitions from authorized government agencies, will receive an automatic distribution of Item 785400. Only the Chicago APD may distribute the new official mail envelope to authorized government agencies that submit PS Form 17-G, Penalty Mail Stamp Requisition. The coils must not be distributed to government agencies before June 20, 2007.
Initial Supply to Post Offices
This official mail coil will not be made available at regular retail windows for customer sale. Authorized government agencies must submit PS Form 17-G to the Chicago APD for Penalty Mail envelope fulfillment.
Philatelic Requirement
This official mail coil will not be made available to phila­telic centers for customer sale. Only Stamp Fulfillment Services will offer this stamp for sale to collectors via mail order from the USA Philatelic catalog or by telephone at 800-STAMP-24.
