Official Announcement | The Postal Service will issue a self-adhesive souvenir sheet of ten 32-cent Bugs Bunny commemorative stamps (Item 5588) on May 22, 1997, in Burbank, California. The stamps go on sale nationwide May 23 and will only be sold as a souvenir sheet. No individual stamps are available. Designed and illustrated by Warner Bros., a Time Warner entertainment company, the stamp features the cartoon character Bugs Bunny, leaning against a rural mail box and holding his trademark carrot. Bugs Bunny will serve as the official ambassador for STAMPERSE, the Postal Services new stamp collecting program for children. |

Distribution
All stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will receive two standard automatic distributions for a 10-stamps-per-pane issue, rounded to the nearest master carton size (2,000 panes). The first distribition was completed March 25. The second distribution was completed April 1.
SDOs and SDNs will make one distribution to post offices equaling two times their standard automatic distribution using Form 3309, Advice of Shipment/Stamp Invoice, and Form 17, Stamp Requisition. SDOs and SDNs must not distribute stamp panes to post offices before May 14, 1997. The advice of shipment will state the quantity of panes shipped, not the number of stamps shipped. When ordering additional stock, quantities must be designated in panes.
Initial Supply for Post Offices
From the first wave of distribution, SDOs and SDNs will make a subsequent automatic distribution to post offices for their full standard automatic distribution quantity using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition.
Additional Supply
Post offices requiring additional panes must requisition them from their designated SDO or SDN, using a separate Form 17. SDOs requiring additional panes must order them from their designated APD, using a separate Form 17. The New York, New York; Chicago, Illinois; and San Francisco, California, accountable paper depositories (APDs) and the Kansas City SDN will receive 524,000 panes of this issue for filling supplemental orders. The Washington, D.C.; Memphis, Tennessee; and Denver, Colorado, APDs will each receive 522,000 panes for filling supplemental orders.
Philatelic Requirement
SDOs with authorized philatelic centers must provide subsequent distribution of these panes to each philatelic center from their initial automatic distribution.
Sales Policy
Sales are restricted to full panes of 10 stamps. No individual, single-stamp sales are permitted. All post offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists or until the stamp is officially withdrawn from sale, usually 1 year from the date of issue. If supplies run low, post offices must reorder additional quantities through their normal ordering procedures.
Bugs Bunny Philatelic Products
The Bugs Bunny First Day Souvenir Book (Item 8981) will be available nationwide. This souvenir book consists of eight fun-filled pages featuring Bugs Bunny animation along with informative copy about Bugs Bunny, The American Icon. Each first day souvenir book will contain a sheet of 10 Bugs Bunny commemorative stamps, along with a 5 x 7 collector card canceled with the official first day of issue cancellation. The retail price for this book is $14.95.
All post offices requiring Bugs Bunny First Day Souvenir Books should requisition them from their designated SDO, using a separate Form 17, Stamp Requisition, or from their designated SDN, using a separate Form 17-S, Stamp Distribution Network Stamp Requisition. Requisitions must be in multiples of 25.
Report sales of Item 8981 in account identifier code (AIC) 092.The Bugs Bunny DC Comic Book (Item 8988) features the Bugs Bunny commemorative stamp canceled with the official first day of issue cancellation. Each comic book is numbered (limited edition of 100,000) and contains a certificate of authenticity. The retail price for this comic book is $4.95. The Bugs Bunny DC Comic Book will be available at Postal Retail Stores and in the quarterly USA Philatelic catalog through the 1 800 STAMP-24 number as Item 558872. The Bugs Bunny Postal Cards (Item 8982) consist of a booklet of 10 postal cards featuring the Bugs Bunny stamp image on the front and 20-cent Bugs Bunny postage imprinted on the back. The Bugs Bunny Postal Cards booklet retails at $5.95 per set and will be available at Postal Retail Stores. The Philatelic Fulfillment Service Center will also offer the Bugs Bunny Postal Cards in the quarterly USA Philatelic catalog and through the 1 800 STAMP-24 number as Item 558866.
