Official Announcement

The Postal Service will issue a 33-cent Daffy Duck Commemorative Stamp (Item Number 558700) in Los Angeles, CA, on April 16. The Daffy Duck stamp was designed and illustrated by Ed Wleczyk, Frank Espinosa, and Brenda Guttman of Los Angeles, CA, and goes on sale nationwide on April 17, 1999.

America’s favorite frolicking, frantic, feathered friend debuted in the black-and-white cartoon, Porky’s Duck Hunt. However, it was not until his second short, Daffy Duck and Egghead, in which he again appeared with Porky Pig, that the hyperactive unpredictable duck was dubbed “Daffy.” He was an immediate hit, and Daffy and Porky became an established team that worked together for many years. Though Daffy’s overbearing personality played well off of Porky’s shy disposition, Daffy proved an even better foil for another Looney Tunes character — the suave, unflappable Bugs Bunny who was featured on the first Looney Tunes stamp in 1997.

Varieties Regular Sheet - The single 10th stamp in upper left hand corner is die cut.  Die cutting on the block of 9 stamps on the left does not  go through the liner paper.  Die cuts are of the 'peak' variety.

Special Die Cut Sheet - The single 10th stamp in the upper left hand corner is not   die cut.  There is a wavy line die cut on the liner on the back of each row of three stamps.   Die cuts are of the 'valley' variety and extend to the end of the sheet and the microperf in the center.

Distribution

Stamp distribution offices (SDOs) and stamp distribution networks (SDNs) will receive two distributions of the $3.30 Daffy Duck PSA souvenir sheet. The first distribution is at least double the standard automatic distribution quantity for PSA sheet stamps. The first wave of distribution began February 9, 1999 with shipments scheduled for completion by March 9, 1999.

The second distribution is a full standard automatic distribution quantity for PSA sheet stamps. The second wave of distribution begins March 10, 1999 with shipments scheduled for completion by March 30, 1999.

Initial Supply for Post Offices

From the first wave of distribution, SDOs and SDNs will make a subsequent automatic distribution to post offices for their full standard automatic distribution quantity using PS Form 3309, Advice of Shipment/Stamp Invoice, and PS Form 17, Stamp Requisition. SDOs and SDNs must not distribute these souvenir sheets to post offices before April 8, 1999.

Additional Supply

Post offices requiring additional quantities of Item Number 558700 must requisition them from their designated SDO or SDN using a PS Form 17. SDOs requiring additional souvenir sheets must order them from their designated accountable paper depository (APD), using a PS Form 17.

The Denver, CO, APD will receive 112,000 souvenir sheets; and, all other APDs will receive 256,000 souvenir sheets for fulfilling supplemental order from SDOs.

Philatelic Requirement

SDOs and SDNs will not receive a separate quantity of this souvenir sheet for their authorized philatelic centers. Philatelic centers must be supplied their quantities from the initial automatic distribution made to SDOs and SDNs.

Sales Policy

All post offices must acquire and maintain a supply of each new commemorative stamp as long as customer demand exists or until the stamp is officially withdrawn from sale, generally 1 year from date of issue. If supplies run low, post offices must reorder additional quantities using their normal ordering procedures.

Daffy Duck commemorative stamps should be recorded in AIC 097.
