On June 27, 2007, in Washington, DC, the Postal Service™ will issue Hearts special stamps. Designed by Carl T. Herrman of Carlsbad, California, the stamps go on sale nationwide June 27, 2007. These stamps will be available in the following two formats:
Nancy Stahl of New York, New York, created the artwork on the stamps based on memories of intertwined objects, including silver charms and old-fashioned garden gates. |

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™ or at The Postal Store® Web site at www.usps.com/shop or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by August 26, 2007.
Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Each item has an individual catalog number and is offered in the quarterly USA Philatelic catalog. Customers may request a free catalog by calling 800-STAMP-24 or writing to:

There are six philatelic products available for this stamp issue:
Initially, SDOs will receive approximately 36 percent of their standard automatic distribution quantity for a PSA booklet. Distributions will be in multiple waves. Wave 1 shipments, which began May 10, 2007, will be completed May 30, 2007. Wave 2 shipments, which begin May 31, 2007, will be completed by July 15, 2007. Distributions are rounded up to nearest master carton size (4,000 booklets).
From the initial shipments of Item 677100 received by SDOs, a subsequent automatic distribution will be made to Post Offices for a minimum of one-fourth their standard automatic distribution quantities using PS Form 17. SDOs must not distribute booklets to Post Offices before June 22, 2007.
Post Offices requiring additional Item 677100 must requisition them from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate APD using PS Form 17.
Following the completion of the Wave 2 shipments to SDOs, the Memphis, Chicago, New York, and San Francisco APDs will each receive 400,000 additional booklets; and the Denver APD will receive 136,000 additional booklets for fulfilling supplemental orders from SDOs.
Additional quantities of this special stamp will also be made available to SDOs via subsequent automatic distributions, shipped directly from the supplier to the SDOs.
