Official Announcement

On August 22, 2008, in Falls Church, Virginia, the Postal Service™ will re-issue the nondenominated First-Class Mail® definitive, Forever Stamp™ (Liberty Bell) in one design in a pressure-sensitive adhesive (PSA) double–sided booklet of 20 stamps (Item 677700). The stamp, designed by Carl T. Herrman, Carlsbad, California, goes on sale nationwide August 22, 2008.

The first 2008 doubled-sided convertible booklet of 20 was issued May 12, 2008.

How to Order First Day of Issue Postmark

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® Web site at www.usps.com/shop. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by October 23, 2008.

How to Order First Day Covers

Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Each item has an individual catalog number and is offered in the quarterly USA Philatelic catalog. Customers may request a free catalog by calling 800-STAMP-24 or writing to:

Philatelic Products

There is one philatelic product available for this stamp issue:

  • 677769, *First Day Cover, $0.80.

Items with an asterisk (*) will use the 128 barcode from Stamp Fulfillment Services. All other philatelic products will continue to use barcode series A, with the exception of the Yearbook and the Guide Book.

Distribution: Item 677700 Non-Denominated ($8.40 Value) Forever (Liberty Bell), PSA Double-Sided Booklet of 20

Stamp distribution offices (SDOs) will receive automatic distribution quantities of these non-denominated Forever Stamp booklet varieties, printed by Ashton Potter and Avery Dennison.

Initial distributions will be in two waves. Ashton Potter’s shipments, which began July 1, 2008, will be complete by July 31, 2008. Avery Dennison’s shipments, which begin July 22, 2008, will be complete by August 12, 2008. Distributions are rounded up to nearest master carton size (4,000 booklets).

Initial Supply to Post Offices

SDOs will not make a subsequent automatic distribution to Post Offices. Post Offices requiring quantities of the Forever Stamp booklet of 20 should continue to order Item 676600 from their designated SDO using PS Form 17, Stamp Requisition/Stamp Return. SDOs will continue to ship Item 676600 in place of Item 677700 until existing supplies of Item 676600 are depleted. SDOs must not distrib­ute these booklet varieties to Post Offices before August 15, 2008.

Additional Supply

Post Offices requiring quantities the Forever Stamp booklet of 20 should continue to order Item 676600 from their designated SDO using a separate PS Form 17. SDOs will continue to ship Item 676600 in place of Item 677700 until existing supplies of Item 676600 are depleted.
