Official Announcement

On May 12, 2008, in Washington, DC, the Postal Service™ will re-issue the nondenominated First-Class Mail definitive Forever Stamp™ (Liberty Bell) in one design in a pressure-sensitive adhesive (PSA) double-sided booklet of 20 stamps (Item 677700). The stamp, designed by Carl T. Herrman of Carlsbad, California, goes on sale nationwide May 12, 2008.

The stamp was first issued in 2007 as a double-sided convertible booklet of 20 (Item 676600), vending booklet of 20 (Item 676500), and ATM booklet of 18 (Item 569900).

Note The date, 2008, is in black in the upper left hand corner. The date is also darker  than the 2007 date.
Tagging Varieties At least two varieties of tagging are known: One has solid tagging on both sides and the other has solid tagging on the front (8 stamp side) and uneven tagging on the back (12 stamp side). 

How to Order First Day of Issue Postmark

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, at The Postal Store® Web site at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by July 11, 2008.

Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items post­marked with the official first day of issue cancellation. Philatelic Products

There is one philatelic product available for this stamp issue:

  • Item 677761, *First Day Cover — $0.80.

An item with an asterisk (*) will use the 128 barcode from Stamp Fulfillment Services. All other philatelic products will continue to use barcode series A, with the exception of the Yearbook and the Guide Book.

Distribution: Item 677700 Nondenominated ($8.40 Value) Forever Stamp (Liberty Bell), PSA Double-sided booklet of 20

Stamp distribution offices (SDOs) will receive an auto­matic distribution quantity of this nondenominated Forever Stamp booklet. Initial distributions will be in two waves. Wave 1 shipments, which began April 8, 2008, will be complete by May 1, 2008. Wave 2 shipments, which begin May 6, 2008, will be complete by June 5, 2008. Distributions are rounded up to the nearest master carton size (4,000 booklets).

Initial Supply to Post Offices

SDOs will not make a subsequent automatic distribution to Post Offices. Post Offices requiring quantities of the Forever Stamp booklet of 20 should continue to order Item 676600 from their designated SDO using PS Form 17, Stamp Requisition/Stamp Return. SDOs will continue to ship Item 676600 in place of Item 677700 until existing sup­plies of Item 676600 are depleted.

Philatelic Requirement

SDOs must supply philatelic centers quantities of Item 677700 from the initial automatic distribution made to them. SDOs must not distribute Item 677700 to philatelic centers before May 6, 2008.

Additional Supply

Post Offices requiring quantities of the Forever Stamp booklet of 20 should continue to order Item 676600 from their designated SDO using a separate PS Form 17. SDOs will continue to ship Item 676600 in place of Item 677700 until existing supplies of Item 676600 are depleted.

SDOs requiring quantities of the Forever Stamp booklet of 20 should continue to order Item 676600 from their des­ignated accountable paper depository (APD) using PS Form 17. APDs will receive additional quantities of Item 677700, but these additional APD quantities will not be made available to SDOs until existing supplies of Item 676600 are depleted.

When needed, additional quantities of Item 677700 non­denominated ($8.40 Value) Forever Stamp (Liberty Bell), PSA Double-sided booklet of 20 will also be made available to SDOs via future automatic distributions, shipped directly from the supplier to the SDOs.
