On August 15, 2008, in Hartford, Connecticut, the Postal Service™ will issue a 42-cent, Sunflower definitive stamp in one design in a pressure-sensitive adhesive (PSA) double-sided booklet of 20 (Item 678300). Designed by Derry Noyes of Washington, DC, the stamp goes on sale nationwide August 15, 2008. This 2008 definitive stamp features a close-up of a sunflower (Helianthus annuus) in Santa Fe, New Mexico. The photograph is by Eddie Hironaka, and the sunflower is one of the many modern ornamental varieties. The radiant beauty of sunflowers has long inspired photographers, painters, and poets, as well as gardeners, floral arrangers, and countless other admirers. Press Release |

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, at The Postal Store® Web site at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by October 16, 2008.
Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Each item has an individual catalog number and is offered in the quarterly USA Philatelic catalog. Customers may request a free catalog by calling 800-STAMP-24 or writing to:

There are three philatelic products available for this stamp issue:
678380, Premium Stamped Stationery, $14.95.
678361, *First Day Cover, $0.80.
678393, *First Day Cover Keepsake, $9.20.
Items with an asterisk (*) will use the 128 barcode from Stamp Fulfillment Services. All other philatelic products will continue to use barcode series A, with the exception of the Yearbook and the Guide Book.
Stamp distribution offices (SDOs) will receive approximately 25 percent of their standard automatic distribution quantity for a PSA booklet. Distributions are rounded up to the nearest master carton size (4,000 booklets).
SDOs will make a subsequent automatic distribution to Post Offices of one-fourth their standard automatic distribution quantity for booklets using PS Form 17, Stamp Requisition/Stamp Return. SDOs must not distribute these booklets to Post Offices before August 8, 2008.
Post Offices requiring additional quantities of Item 678300 must requisition them from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate accountable paper depository (APD) using PS Form 17.
For fulfilling supplemental orders from SDOs, the San Francisco, Chicago, Memphis, and New York APDs will each 336,000 additional booklets; and the Denver APD will receive 136,000 additional booklets.
The Kansas City Stamp Services Center will receive 288,000 additional booklets for fulfilling supplemental orders from APDs.
Additional quantities of this definitive stamp booklet will also be made available to SDOs via future automatic distributions, shipped directly from the supplier to the SDOs.
