On June 10, 2008, in Washington, DC, the Postal Service™ will reissue Hearts special stamps. Designed by Carl T. Herrman of Carlsbad, California, the stamps go on sale nationwide June 10, 2008. The Hearts stamps were issued in 2007 with different background colors and different denominations. Nancy Stahl of New York, New York, based her designs on memories of a wide range of intertwined objects, including silver charms and old-fashioned garden gates. The one-ounce denomination features a light green background, while the two-ounce denomination features a pale peach background. These two stamps will be available in two formats:

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, at The Postal Store® Web site at www.usps.com/shop, or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by August 11, 2008.
Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Each item has an individual catalog number and is offered in the quarterly USA Philatelic catalog. Customers may request a free catalog by calling 800-STAMP-24 or writing to:

There are six philatelic products available for this stamp issue:
Item 571661, *First Day Cover (2 oz.), $.97.
Item 571665, *Digital Color Postmark, $1.50.
Item 571699, *Digital Color Postmark Keepsake, $13.30.
Item 677661, *First Day Cover (1 oz.), $.80.
Item 677665, *Digital Color Postmark (1 oz.), $1.50.
Item 677699, *Digital Color Postmark Keepsake, $9.90.
Items with an asterisk (*) will use the 128 barcode from Stamp Fulfillment Services. All other philatelic products will continue to use barcode series A, with the exception of the Yearbook and the Guide Book.
SDOs will receive approximately 33 percent of their standard automatic distribution quantity for a PSA booklet. Distributions are rounded up to nearest master carton size (4,000 booklets).
SDOs will make a subsequent automatic distribution to Post Offices of one-quarter their standard automatic distribution quantity for booklets using PS Form 17. SDOs must not distribute these booklets to Post Offices before June 4, 2008.
Post Offices requiring additional Item 677600 must requisition them from their designated SDO using PS Form 17. SDOs requiring additional booklets must order them from the appropriate accountable paper depository (APD) using PS Form 17.
For fulfilling supplemental orders from SDOs, the San Francisco, Chicago, Memphis, and New York APDs will each receive 800,000 additional booklets. The Denver APD will receive 280,000 additional booklets.
As needed, additional quantities of this special stamp will also be made available to SDOs via subsequent automatic distributions, shipped directly from the supplier to the SDOs.
