Plate Number Coil News

DECEMBER 2006

12/31/06 - Here is an invitation to a one time opportunity for anyone to see the December, 2006 electronic version of Coil Line, which is normally only available to members.

The January 2004 issue of Coil Line is now online in the 'Reference' section. The first official e-Coil Line, the January 2007 issue is online for those members who opted to receive the electronic version.

12/30/06 - The Coil Line Indexes from 1992 through 2003 have been reworked and expanded in Adobe Acrobat PDF format.  The indexes listed above, which can be found in the 'Reference' tab, are all now searchable. The balance of the indexes are being worked on.  Go to 'Reference' and then 'Coil Line Archives', or click the link above.

12/22/06 - Many new opinions have been added to the plate number discussion on The Plate Number Crisis page.

12/18/06 - A reply from David Failor, Executive Director Stamp Services to Robert Rabinowitz:

Bob:

I appreciate your thoughts on this matter. The issue for us is that it's hard to support a process that really has no practical application for the production of stamps. The record keeping is a burden for the stamp producers and is not something we need in order to maintain accountability (the original intent of the numbers).

As I continue to talk with the philatelic community, one common theme I keep hearing is that collectors don't want us producing stamps solely targeted at the collector. They don't want the Postal Service to dictate to them what stamps they should purchase.

In my mind, keeping this process in place would fit into that category.  For us there would be no business reason to do it other than to have more stamps for collectors to collect.

I'll continue to listen to the philatelic community on this issue and keep your concerns in mind as we move forward.

Dave

Read Bob's email to David and more on The Plate Number Crisis page.

12/17/06 - A new page, The Plate Number Crisis, has been set up to chronicle the events surrounding the announcement by the United States Postal Service (see 12/15 below) that starting in January, 2007, all plate numbers would be 1s unless there was a significant reason for going to 2s.  Items will be added as this situation plays out.

12/16/06 - Thanks to an article by Doug Iams in the December, 2006 issue of Coil Line, I was able to update the web site with changes made in the 2007 Scott Specialized.

12/15/06 - In a reply to an email from Robert Rabinowitz, and posted today on the US Stamps Discussion Group, Mark Saunders, a USPS spokesman, states: "With the BEP no longer producing stamps, and the advent of the new rates our requirement with the private suppliers was changed to simplify and reflect the new technology in applying plate numbers on all stamp formats including coils. In addition we no longer utilize the plate activity report as a document for review in accountability audits as was done prior to the automation of accountability documentation and the necessity for changing plate numbers is no longer required with computer to plate technology. We therefore have instructed the suppliers that beginning in January 2007, plate number series would remain as plate number 1 unless a significant change in production such as using a new press, a recreation of the computer file used to make the plates, or a significant materials change occurs. In those cases a new series of plate number 2 will be used."

12/11/06 - PNC3 Secretary, Daniel Farrar, sent a photo which has been posted on the Officers page.  Contact information for Dan is also on the Officers page in the 'Membership' section.

A collector, who wants to remain anonymous, reports a small mint find of a die cut variety.  A 10K roll has been found of the (5¢) Sea Coast SA P2222 with die cuts on two sides (Scott 3874). These stamps have a die cut variety called "deep valley".  This is the variety that Ronald Blanks describes in the U S Specialist Sept 2005. The valley in this variety is noticeably deeper then normal.  These deep valley stamps have the same large date as Scott 3874 but a die cut more like that of Scott 3874a.

4/4/06 - Added a scan and technical details to the 39¢ Crops of the Americas PSA coil of 100 data page.

4/3/06 - Washington 2006 Update - The International Exhibition in Washington, DC runs May 27 through June 3 and PNC3 will be there with a booth, a Regional meeting on May 27, a 16 page exhibit frame and 3 seminars.  Click here for the tentative schedule of PNC related events. Volunteers are needed to staff the PNC3 booth.  Contact Bob Hubsmith at lobohub@earthlink.net to volunteer or find out when you can help.  The exhibit frame starts with a brief one page introduction of our group, followed by a sample of moderately priced PNC material  in the middle 14 pages, and concluding with contact information and details about membership. A single page from the 16 page PNC3 exhibit can be seen by clicking here.

4/1/06 - Bob Coffelt sent his cover with the Atlas V22112 for scanning.  A cropped scan is on the right.  Click on the scan for a view of the whole stamp. The return address from the back of the envelope is shown below.

MARCH 2006

3/31/06 - The April 2003 issue of Coil Line is now online in the 'Reference' section.

3/29/06 - Jerry Peale from California sent in the scan on the right with the following comment: "Thanks to Jack Wasserman, who brought a number of fresh rolls that he had just received to the Glendale Stamp Club, I found the attached die cut shift on Scott #3969 from Sennett Security Products.  I thought that other PNC3 members might be interested.  There is a nearly 1mm shift to the left of the die cut apparently where two die cut blades meet or were jointed.  The shift started on the third stamp at the beginning of the roll, past the plate number and ended or was corrected before the next plate number."

3/26/06 - The results of our PNC3 auction #34 which ended March 18, 2006 are now posted online.  All the auction information can be accessed by using the 'Membership' button, or by clicking here. Thanks to Auctioneer Joe Sedivy for another successful auction.

3/25/06 - What a coincidence!  Two different people reported to me today that they found a new (10¢) Atlas plate number on cover.  The two gentlemen are Bob Coffelt and George Spyrou and the new number is V22112.

3/20/06 - Quite a few new and updated definitions have been added to the Glossary, most related to the acceptance of the horizontal die cut orientation for vertical coils. An alphabetical menu bar has also been added to make navigation in the Glossary easier. The Glossary is located in the 'Reference' section.

3/19/06 - Robert Rabinowitz sent a scan of a splice that he found on the 39¢ Official stamp produced by Sennett. Bob says - "Attached is the scan of rows 2 and 3 as they came off the rolls. They may not have been rolls 2 and 3 of the web since there could have been material above these.
But these two were certainly attached as were the 8 others.
The actual splice is right through the second i of Official on the stamp just to the right of the # stamp. There are other

vertical lines including one several mm. to the right of the real splice. Also there are vertical lines and markings on the stamp just to the right of the splice stamp. These appear on almost all the stamps in that position and helped to line up the rows. The material making up the splice is 1 cm. wide and white."  Bob notes that the splices have already been sold. Click on the scan for a larger more detailed image.

3/18/06 - A scan and updated details have been added to the data page for the 39¢ Lady Liberty and U.S. Flag Water-Activated coil of 100.

Dan Kauffman noticed that values on many of the nondenominated data pages were not enclosed in parenthesis.  That has been corrected.

Anthony Willson supplied current information for the Santa Ana, CA Philatelic office.

3/17/06 - Renate Fearonce in Tucson has the 39¢ Lady Liberty and U.S. Flag Water-Activated coil of 100, plate number S1111 every 14 stamps, with a cardboard center, and the 39¢ Crops of the Americas, PSA coil of 100, S1111 every 25, vertical format.

The plate number on the 39¢ Crops of the Americas, PSA coil of 100, is on the Sunflower stamp.

Gene Trinks found a typo in the links to the 24¢ Common Buckeye which has been corrected.

Bruce Menia sent a scan of a new find of the 32¢ Flag Over Porch with plate 78777 on a USPS Souvenir Page.  Bruce has the first reported 32¢ FOP on souvenir page 96-15 with plate number 78777 SA on the bottom row in position 1.  The  discovery has been added to the Souvenir Page spreadsheet which can be found by clicking on the 'PNC Data' bar at the left.

Donna Rajotte in Providence reports that she has the 39¢ Lady Liberty and U.S. Flag Water-Activated coil of 100, plate number S1111 every 14 stamps, no back number - USPS Item number-783900 and the Lady Liberty WAG coil of 10k, plate number S1111 every 14 stamps, pink five digit top and bottom back numbers, odd coils only, 70 stamps for positions 2 & 4.  USPS item number-784000.  Donna also has the 39¢ Crops of the Americas PSA coil of 100, plate number S1111.  USPS item number-784100.  Check Donna's list for items going off-sale March 31st.

3/16/06 - The PNC3 Catalog Committee has had input from knowledgeable collectors, dealers and other organizations and has reached the conclusion that the preferred orientation for the 24¢ Common Buckeye vertical coils is to look at the horizontal image and count beginning at the top left corner of the stamp design, which coincides with exhibit A shown below. The decision of the catalog committee is confirmed by those voting with almost a 2 to 1 majority in favor of exhibit A.  An announcement, with more detail, will be made in the next issue of Coil Line.

Robert Rabinowitz reports that the 39¢ Official stamp produced by Sennett comes in their traditional sticks of 10 rolls. But unlike the Flag and other Sennett rolls of 100, the stamps here are rolled around an inner cardboard core, one inch in inside diameter.  His rolls from a number of stacks of 10 all started with a straight edge stamp, and from one to four stamps were stuck to the core.
Each came with what appeared to be a leader strip wrapping the rolls. However, the "wrapper" was not attached to the beginning of the roll and in many cases could be separated without any tearing. Its length is just short of the length of a standard business envelope.

Mike Lipson adds that he has a report that the denominated, water activated, 100 stamp roll 39¢ Lady Liberty is fashioned like the 39¢ Officials in sticks of ten and each roll has a cardboard core at the center.

3/15/06 - The votes on the Common Buckeye die cut controversy are coming in on a steady basis.  Because of the urgency that a decision be made, we ask that you vote before midnight tonight if you have feelings one way or the other.  The decision of the PNC3 catalog committee will be announced sometime tomorrow, Thursday, March 16.

Plate V32332 on the (10¢) Atlas has been found in quantity and should be available now from your favorite dealer.

Jim Nelson reports that Jim Kloetzel, editor of the Scott Catalogue stated to him and then also to the PNC3 catalog committee that "The Scott catalog view is that the 24¢ Common Buckeye coil is a vertical coil.  The Scott catalog will say, "Serpentine Die Cut XXX Horiz." "

Steve Esrati sends word that he has had a major computer crash and is asking his customers to contact him.  Steve says that "Since I started using an Osborne computer back in the 1970s, I have always backed up my day's work before shutting down. Still, my computer crashed last week. I told the repair people that they did not have to recover my data because It was all backed up. But when I tried to restore my data, I found that I had lost everything going back to November. I've had to ask my customers how much they owe me, and I don't have a clue about current subscribers to my newsletter. Please, let me hear from you to help me straighten this out."  Contact Steve by phone at 216-561-9393 or email at steve@esrati.com.

    Common Buckeye - Exhibit A

   Common Buckeye - Exhibit B

3/14/06 - A controversy has developed concerning which of the two die cuts shown above should be known as Peak/Valley.  We would like your input.  Please let the PNC3 Catalog Committee know your feelings.  Vote for the configuration on the left (Exhibit A) or the configuration on the right (Exhibit B).  Send your input to the Catalog Committee at Catalog@PNC3.org.  Please put Buckeye as your subject line.

3/9/06 - Donna Rajotte in Providence reports that she has the 39¢ Lady Liberty and U.S. Flag Water-Activated coil of 3,000, with plate number S1111 every 14 stamps, and Pink 4 digit top/bottom back numbers. 70 stamps needed for either positions 2 & 4 OR 1, 3, & 5.  USPS item number 784200.  Donna also has the 24¢ Common Buckeye PSA coil of 100, V1111 every 11 stamps.  USPS item number 783300

Click for a 'PDF' file and here for the bid form, or go to the 'Membership' tab for this or past auctions and/or to join the club.   Joe asks that you please include your email on your bids.

To further clarify the three types of tagging on recent coil stamps, the Tagging definition in the Glossary has been amended to add the USPS Tagging PMU (Phosphor Meter Unit) number. The Glossary is located in the 'Reference' section.

The United States Postal Service announced today that the 39¢ Lady Liberty/U.S. Flag PSA coil of 100 to be issued April 8th will be printed by three different printers: Ashton Potter, Avery Dennison and Sennett Security Products.

FEBRUARY 2006

2/28/06 - The March 2003 issue of Coil Line is now online in the 'Reference' section.

2/18/06 - Gordon J. Collins wrote to let us know that his Mail Bid Sales operation has moved to 66 Bloom Lane, Half Moon Bay, CA 94019-2104.  Contact Gordon at Phone/Fax: 650-726-4615 (24/7), or click on the email link above.

2/18/06 - Distribution information from the Postal Bulletin has been added to the data pages for the coil stamps to be issued in March.  See February 11th article below for links.

2/15/06 - Skip Gleason and Gene Trinks both caught a typo and Gene made a suggestion for a change in wording on the Glossary page.  Can't be too many typos left.

2/13/06 - Renate Fearonce in Tucson sent her latest inventory list the other day attached to her email and I almost missed it.  Click on her link above to look it over.

2/11/06 - Tentative data for the coil stamps to be issued in March has been posted.  They are the self adhesive 24¢ Common Buckeye Butterfly, the water activated 39¢  Lady Liberty and U.S. Flag, the water activated 39¢ Official Mail and the 39¢ Crops of the Americas self adhesive.

2/10/06 - Renate Fearonce in Tucson sends word that she has the 39¢ Liberty/Flag – 10K PSA coil, V1111, aqua middle back #’s, position 5 or 2R. She has several coils and they come with  a small font and a large font, in respect to the back #’s.  Renate also has the 39¢ Liberty/Flag – 3K PSA coil, V1111, aqua middle back #’s, position 5 .  Here again the fonts on the back are different on several coils.

Scott Publishing Company has assigned catalog number 3980 to the 10k 39¢ Lady Liberty and U.S. Flag from Avery Dennison.  All the affected pages have been updated. The 3k coil appears to be the same as the 10k coil and, for now, both are being listed on the same data page.

Bob Rabinowitz writes: "The USPS announced today dates, printers, plate number intervals of coils, booklet information, etc. It was very extensive and you should read about it in Linn's soon. Highlights for PNC collectors include the March 8 date for the 24¢ Buckeye SA coil printed by Avery-Dennison (expect P/V and V/P), the 39¢ gummed Official by Sennett (plate number interval 14), the gummed 39¢ Flag-Liberty by Sennett (interval 14).
The 39¢ American Crops coils of 100 will appear in mid-March, by Sennett with a plate number interval of 25. The Crops stamp will have 5 different designs and whether they'll be saved as PS5s or PS10s or whatever will depend on the layout. My guess is that it will be collected as a PS11 so as to include both a number stamp and the same stamp without a number.
Conspicuously absent from the announcement was any mention of self-adhesive coils of 100 of the 39¢ Flag-Liberty. I made inquiries and found that these will appear on April 8 along with the convertible booklets. No printers have been defined but I imagine that we'll see all three (Sennett, Ashton-Potter, and Avery-Dennison) involved."

2/8/06 - Rob Washburn asked us to announce that his latest pricelist #40 is now available. Anyone wanting one should send a 39¢ SASE to: Rob Washburn, P. O. Box 840, Skowhegan, Maine 04976-0840.

Donna Rajotte in Providence reports that she has the 39¢ Lady Liberty and U.S. Flag PSA coil of 3,000, with plate number V1111 every 10 stamps, and Aqua 5 digit middle back numbers every 10 stamps in position 5 only. USPS item number 783700.  Donna says that these seem to be exactly the same as the January 9th coil of 10,000.

Skip Gleason caught the fact that I had the catalog numbers for the 'linerless' Strawberries and the Raspberries transposed on the data page and two of the checklists.

2/3/06 - Information on Regional Meetings has been added to the 'Membership' bar on the left.

2/1/06 - Plate P1111 on the  (39¢) PSA Lady Liberty & U. S. Flag stamp from Ashton Potter has been added to all the affected pages.

JANUARY 2006

1/31/06 - The February 2003 issue of Coil Line is now online in the 'Reference' section.

1/28/06 - A little over a year ago, I wrote on 1/14/05: "A number that probably doesn't mean much to anyone except a webmaster is the counter near the bottom of the page.  On December 27, 2003, a year and a couple of weeks ago, we reached the 100,000 visitor mark.  Today we recorded visitor number 150,000.  It took over 6 years to reach the first milestone and it appears that we might reach 200,000 in two years time."  Last night the counter topped the 200,000 mark, which is a year and two weeks since the 150 thousand mark and 25 months since the 100 thousand mark.  Thanks again to everyone for their continued support, help and encouragement.

Dan Farrar sent a scan of a DAV return envelope that he received January 21st franked with the 3¢ Silver Coffeepot and the 5¢ Toleware coils.  The stamps total 37¢. Click on the scan to see a larger version.

1/24/06 - One of our member dealers, John Cropper, is offering an incentive for new members who join PNC3 during 2006.  John says that "Anyone joining after January 1, 2006, I'll offer $25 in face Mint PS5s (my choice of issues, numbers, but I'll mix it up) for $25 in honor of the 25th anniversary of Plate Number Coils."

1/23/06 - Several new entries have been added to the PNC Glossary.  Descriptions and links for 'Prephosphored', 'Mottled', 'Uneven' and 'Smooth' tagging and 'Luminescence' are now in the Glossary, which is in the Reference section.

1/21/06 - Stamps from the 39¢ Lady Liberty and U. S. Flag coil of 10,000 from Avery Dennison are in and scanned.

The stamps were printed on untagged paper and then overprinted with taggant that glows a bluish-white under short and long wave ultraviolet light.

Back numbers consist of a five digit aqua number spaced every 10 stamps.  Only the middle position has been reported thus far.

Click on the scan for a larger, more detailed view.

1/18/06 - Almost all of the data pages have been updated with Paper type information, Tagging types (Smooth, Mottled or Uneven), Die Cut configurations (Peaks / Valleys) and a number of typos have been located and corrected.  In addition, many items  were added to conform with the 2006 Scott Specialized. There are bound to be some that were missed, so please let me know if you find any as did Eric Grossman a few days ago.

1/14/06 - Donna Rajotte in Providence reports that she has the 39¢ Lady Liberty and U.S. Flag PSA coil of 10,000.  Plate number V1111 every 10 stamps, Aqua 5 digit middle back numbers every 10 stamps.  Position 6 only. USPS item number 783800.

1/12/06 - Tentative technical details have been posted for the 39¢ Lady Liberty and U. S. Flag coil of 3,000 and 10,000 from Avery Dennison.

1/10/06 - George Spyrou sent in another Atlas cover to be scanned, his second in as many months.  This time it's the V33332.  Click on the image to see a larger scan and click here to see the cover, which was folded and torn when he received it.

Postal Service states: "The Statue of Liberty and U.S. Flag stamps were prepared on Type III unphosphered paper and overtagged with phosphor during print production by the printer Avery Dennison. All stamps are tagged. The Postal Bulletin article failed to mention the overtagging performed by Avery Dennison."
